2023 records 26 administrative offenses related to gambling

During the period from January till December of last year, services in the field of organizing gambling and betting amounted to 368.7 billion tenge, which is 33.4% less in value terms than a year earlier. The entire volume of services was provided to the population, including the rural population, for 43.6 million tenge. The reduction in the real volume of services amounted to 42.2%.

For comparison: in the same period of 2022, the volume of services in the sector reached a record 553.7 billion tenge - 7.5 times more in money than a year earlier.

Due to legislative restrictions in the field of casino activities, 87% of all services in the sector were provided in the Almaty region (320.8 billion tenge, minus 37.8% for the year), and another 13% in the Akmola region (47.8 billion tenge - 27.6% more than a year earlier).

All other regions accounted for only 0.02% of services in the sector, including Pavlodar region - 43.6 million tenge, Ulytau region - 17.3 million tenge, Zhambyl region - 7.7 million tenge, Zhetysu region - 7,4 million tenge, Kyzylorda region - 836.3 thousand tenge, Karaganda region - 539.6 thousand tenge, Astana - 435 thousand tenge.

Such indicators predictably influence investment activity in the sector: thus, according to the results of January-February of this year, investments in fixed capital in the sphere of gambling and betting decreased in value terms by 4.4 times, to 30.3 million tenge (compared to 134.1 million tenge a year earlier).

As for violations of the law, based on the results of January–December 2023, 26 administrative offenses related to gambling and betting were registered in the country - 13.3% less than a year earlier. This includes 23 cases of participation, involvement or granting access to gambling, 2 cases of violation of legislation on lotteries and lottery activities, 1 case of violation of legislation on gambling business.

The number of persons in respect of whom decisions were made to bring to administrative responsibility increased from 12 to 19 people.

In 6 cases, a decision was made to terminate proceedings, and in 19 cases, administrative penalties (fines) were imposed.

The total amount of administrative fines imposed amounted to 12.7 million tenge - 2.1 times more than a year earlier. Of these, only 5.1 million tenge was collected.
